Violations can be reported to the HOA via the "Report a Violation" link for logged in home owners, but the most direct route for reporting a parking violation (which most likely will result in a parking ticket from the city) is to contact the Police at the non-emergency number: 317-327-3811.

Avoiding conflict with traffic or law enforcement officers; directions of police officers or traffic control devices

Sec. 5. A person may not stop, stand, or park a vehicle, except when necessary to avoid conflict with other traffic or to avoid conflict with law or the directions of a police officer or traffic control device, in any of the following places:

  1. On a sidewalk.
  2. In front of a public or private driveway.
  3. Within an intersection.
  4. Within fifteen (15) feet of a fire hydrant.
  5. On a crosswalk.
  6. Within twenty (20) feet of a crosswalk at an intersection.
  7. Within thirty (30) feet upon the approach to any flashing beacon, stop sign, or traffic control signal located at the side of a roadway.
  8. Between a safety zone and the adjacent curb or within thirty (30) feet of points on the curb immediately opposite the ends of a safety zone, unless the traffic authority indicates a different length by signs or markings.
  9. Within fifty (50) feet of the nearest rail of a railroad crossing.
  10. Within twenty (20) feet of the driveway entrance to a fire station and, on the side of a street opposite the entrance to a fire station, within seventy-five (75) feet of the entrance (when properly sign posted).
  11. Alongside or opposite a street excavation or obstruction if stopping, standing, or parking would obstruct traffic.
  12. On the roadway side of a vehicle stopped or parked at the edge or curb of a street.
  13. Upon a bridge or other elevated structure upon a highway or within a highway tunnel.
  14. At any place where official signs prohibit stopping.

Sec. 621-108. Manner of parking.

(a) Parallel to curb. Parallel-to-curb parking shall be required and be used wherever parking is permitted on the streets and public places of the city, except as otherwise specifically permitted or provided by subsections (b) and (c). Parallel-to-curb parking means parking with the curb side wheels of the vehicle within twelve (12) inches of the curb with the vehicle headed in the direction of the permitted traffic flow in the adjacent traffic lane.

Sec. 621-106. Obstruction of sidewalks, grassplots, crosswalks or other public places.

(a) It shall be unlawful for any person to park or stop any motor vehicle or to permit such vehicle to be parked or to stand upon any sidewalk, grassplot or crosswalk, or on, in or upon any public right-of-way area between the curbline of any public street, highway or alley and the adjacent property line.

Sec. 441-363. Parking of trailers restricted.

It shall be unlawful for the registered owner or for anyone having the care and custody of any vehicle without motive power, commonly called a "trailer," to park, suffer, permit or allow such trailer to stand or be parked on any public street, place or thoroughfare of any kind in the city unless it is attached to another vehicle having motive power.

Sec. 621-116. Parking for certain purposes prohibited at all times.

(a) Displaying vehicles for sale. No person shall park a vehicle on any street or alley in the city for the purpose of displaying it for sale.
(b) Using vehicle for advertising. No person shall park a vehicle on any street or alley in the city for the primary purpose of displaying advertising of any nature.
